Overview:This procurement covers Startup Costs 2 under the project scenario, which is divided into 3 packages. The descriptions of goods for each package are as follows:
Package 1: 4K Arthroscopy Surgery System, 1 set;
Package 2: 4K Neuroendoscopy System and Endoscopic Surgical Instrument Set for Skull Base Lesions, 1 set;
Package 3: 4K Thoracoscope (including instruments), 1 set.
Details are specified in Chapter 8: Schedule of Goods Requirements and Technical Specifications.
The project is divided into three independent packages. Qualified suppliers may bid on any one or more packages. Separate bidding documents must be prepared for each package.

3、Qualification Requirements For Bidder
Qualifications or Performance:1) The Bidder shall complete valid registration on the electronic trading platform designated by the Ministry of Commerce of the People's Republic of China for providing public services for international bidding and tendering of mechanical and electrical products (hereinafter referred to as the Mechanical and Electrical Products Bidding and Tendering Electronic Trading Platform, website: m.pcram.com.cn) prior to the bid submission deadline.
2) The Bidder has no record of major illegal acts in its business operations in the three years prior to participating in the procurement activity.
3) Joint bids shall not be accepted for this tender.
4) If the goods to be bid by the Bidder are medical devices, the Bidder shall provide the *Medical Device Registration Certificate of the People's Republic of China* or the *Record Certificate for Class I Medical Devices* for the bid goods. The Bidder shall provide the *Medical Device Operation License* or the *Record Certificate for Class II Medical Device Operation* in accordance with relevant national regulations, and its business scope shall be consistent with the contents of the relevant license or record. (Applicable only to medical devices)
5) The Bidder shall be the manufacturer of the bid equipment or an agent authorized by the manufacturer of the bid equipment (the agent must provide the exclusive authorization letter from the manufacturer for this project).
6) Domestic bidders have not been listed as dishonest judgment debtors, parties to major tax illegal cases, or on the list of serious illegal dishonesty in government procurement by official channels such as the *Credit China* website (www.creditchina.gov.cn) and the *China Government Procurement Network* (www.ccgp.gov.cn), designated by the Ministry of Finance of the People's Republic of China, in the recent three years (from April 1, 2023 to the present).

2、Sale of Bidding Documents
1)Sales Period: 17:00 on April 16, 2026 to 17:00 on April 23, 2026. No late applications will be accepted.
2)Sales Venue: All qualified suppliers intending to bid shall log on to the homepage of Shanghai Cairui Bidding Platform (https://www.cairuibidding.com.cn) within the above period to download the User Manual – Suppliers free of charge, complete free real-name registration as instructed, then log in to make online payment (for purchasing bidding documents) and download electronic bidding documents free of charge. No late processing will be allowed. Bids from suppliers who fail to obtain the bidding documents in accordance with the provisions will be rejected.
Note: Bidders shall ensure that all documents and information submitted for obtaining the bidding documents are true, complete, valid and consistent. The bidder shall be fully liable for any losses arising from false materials or incorrect information.
3)Price: RMB 600 per package, non-refundable.
4)Potential bidders who have not purchased the bidding documents from the tendering agency shall not participate in the bidding.
5)The Standard Bidding Documents for International Tendering of Mechanical and Electrical Products (Volume I) shall be downloaded by bidders from the China Bidding Platform for Mechanical and Electrical Products (m.pcram.com.cn).
