3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Submit the first volume of the bidding documents, including all the documents specified in Article 13.3 that prove the bidder's ability to fulfill the contract after winning the bid;
3.2 Comply with the relevant technical standards of the People's Republic of China;
3.3 Specific Qualifications of the Bidder in This Tender:
3.3.1 The bidder must be the direct manufacturer of the bidding vessel and provide a copy of the valid business license with a company seal affixed in the bid documents.
3.3.2 Performance Requirements: The bidder must have completed and delivered at least two vessels of the following specifications since January 1, 2021: (1) unlimited navigation area container ships with a capacity of 1,000 TEU or more, (2) unlimited navigation area bulk carriers with a deadweight of 15,000 tons or more, or (3) unlimited navigation area roll-on/roll-off ships with a capacity of 1,000 vehicles or more. The bid documents shall include key pages of the performance contracts (must include the contract cover page, signed and stamped page, and relevant contract content reflecting vessel specifications such as TEU capacity, deadweight, or vehicle capacity), along with copies of the corresponding handover agreements (or valid delivery certificates). The timeline shall be determined based on the date of the handover agreements (or valid delivery certificates).
3.3.3 The bidder shall provide a commitment letter stating that there have been no major or above safety liability accidents in the past three years (from January 1, 2023, to December 31, 2025).
3.4 In accordance with the "Notice on Implementing Joint Punishments for Dishonest Judgment Debtors in Bidding Activities" issued by the Supreme People's Court and eight other departments, bidders must not be dishonest judgment debtors. The tendering party (tendering agency) will verify the bidder's dishonesty information (subject to the actual verification on the day of bid opening via the "Credit China" website, www.creditchina.gov.cn). If the bidder is identified as a dishonest judgment debtor, the bid evaluation committee will reject their bid. If verification is temporarily unavailable due to force majeure on the day of bid opening and cannot be restored immediately, post-verification may be conducted during the notice period for the winning bid candidate. If the winning bid candidate is found to be a dishonest judgment debtor, the tendering party will cancel their qualification in accordance with the law.
3.5 Different entities with the same person serving as the responsible party or those under control or management relationships are prohibited from participating in the same bidding project. The bidding documents must include proof of equity ownership.
