3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:The bidders shall meet the qualification criteria as follows,
3.1 Bidders should not appear on the Cross-debarment list or sanctions list of multilateral development banks (including OFAC Officeof Foreign Assets Control, United Nations sanctions, EU sanctions, and UK sanctions). Bidders should provide a declaration letter, promising not to be listed as unqualified bidders and stamping it with an official seal, and assume corresponding responsibilities. The format of the declaration letter is self drafted.

3.2 Bidders should keep profitability in 2021, 2022, and 2023; The net asset value for 2021, 2022, and 2023 shall not be less than 2million US dollars or its equivalent.
3.3 Bidders should have conducted business continuously from 2021 to present.
3.4 The same person in charge of the unit or different bidders with direct controlling or management relationships shall not participatein procurement activities under the same contract of this project.
3.5Bidders shall provide full-time project safety production management personnel. Domestic enterprise shall provide personnel withvalid safety production assessment certificate, while foreign enterprise shall issue a statement on the appointment of full-time projectsafety production management personnel.
3.6According to the Implementation Measures for International Tendering and Bidding of Mechanical and Electrical Products (Trial)
(Order No. 1 of 2014 of the Ministry of Commerce of the People's Republic of China ), Bidders shall successfully register on China International Tendering Network (Hereinafter referred as the "Tendering Website", at http://m.pcram.com.cn) before the bid submission deadline specified in the bidding documents
